I would like to provide an update on California Assembly Bill
1634, a mandatory spay/neuter bill which in its original form, would
have required even dogs brought into the state for competition
purposes to have an intact animal permit. Since its introduction, in
the face of large scale opposition, the bill has been amended several
times, but in the view of the AKC will still place inappropriate
burdens on responsible breeders.

LEGISLATIVE UPDATE:
As always, the AKC legislative section has absolutely the best
updates on pending legislative concerns
The latest update about California bill AB 1634 requiring owners to
spay/neuter practically all pets six months of age, is that it was
pulled from the California Senate Local Government Committee and would
not be considered for the rest of this legislative session. That is not
to say that it won't be revived with the next session, in some altered
form, but for now the issue is dormant. We can only hope that animal
lovers will unite once again in protest of this radical approach to the
overpopulation problem in California.
The update on the AKC website goes into considerable history of AKC's
involvement on this issue, including its hiring of a lobbyist and
attending committee hearings, providing legislative alerts on the AKC
website, communicating with the 5,000 AKC-affiliated clubs including the
462 in California, and doing considerable outreach to California dog
fanciers, residents. breeders and exhibitors via regular press releases
and radio and television interviews.
That was the good news.
The bad news is that on August 2, the Ohio Supreme Court declared the
City of Toledo's breed-specific ordinances were constitutional. The
ordinances classify pit bulls, or dogs that are pit bull mixes, as
vicious. This decision overturned a 2006 Ohio decision which found that
such ordinances were unconstitutional. This is obviously extremely bad
news if Toledo is used as a precedent in other states. The AKC will
"continue to educate the general public about the importance of
responsible dog ownership while working with legislators at every level
to ensure that reasonable, behavior-based dangerous dog legislation is
passed and enforced." More information including the full court's
