In addition, AKC asks us to understand that each breed going into AKC comes in under a different set of rules and circumstances and that AKC  use the rules under which the breed first entered MISC class as the rules for that club. Thus, we should not base our expectations on how a breed got into AKC MISC class 20 or 10 or even 5 years ago because the rules and expectations have changed. When we look at what we 'might' expect, we need to look to the breeds currently coming into AKC misc.   As an example, look at two current FSS breeds now in MISC class: the Nova Scotia dog (which goes to full recognition on 7/1/03) and the Plott Hound.  Each are under two different sets of rules which were current at each of their times in entering miscellaneous class. The Nova Scotia dog is under new rules and the other is under older rules. The AKC is currently in the process of redoing requirements and hopes to have them ready by spring...but it might be later. This process of AKC's redoing rules is not stopping or slowing the process of working with breeds towards misc class.  Each breed/club is being worked with and evaluated by the rules current at their time of beginning the AKC process towards the miscellaneous group. Once these updated materials are received and reviewed by AKC, they will contact theSVCA contact person and discuss matters.

Introduction
The Swedish Vallhund Club of America (SV) was reorganized in 1998. The SVCA submitted its full registry of Swedish Vallhunds (SV’s) to AKC-FSS at the end of December, 1999. As our past records show, SVCA members have voted in the affirmative to apply for full AKC recognition for our club and our breed. The goal of the SVCA is the preservation, promotion, and protection of the Swedish Vallhund.

This report will provide updated materials: constitution, bylaws, forms, policies, lists,  minutes, reports, public information packet, membership packet, and  judge information packet. The report’s purpose is to provide information to the AKC on a regular basis in order to continue the process we have requested of recognition for our breed, the Swedish Vallhund.

 Growth since 2001

In late 2001, the SVCA membership elected a new leadership team and directors who took office 1/1/02.  During the year 2002, the SVCA has strived to hone some of its major documents and forms. A revised Constitution and Bylaws, began in 2001, was completed and given to the members for vote in 2002 and was passed.  A second election was held in the fall of 2002, for 2 directors, who according to the new bylaws have a rotating 1 year term of office; leadership positions are for two years.

 Among changes within the new bylaws is a change in admission for membership. The new application requires the sponsorship of two SVCA members in good standing as well as authorization by the board. The term of office for leadership and directorship positions is also changed.

 Forms have been updated to include a more effective and noted transition from the secretary to the treasurer and vice versa.

 New committees have been formed and existing committees have been strengthened. A synopsis of committee accomplishments are:

Ambassador to Sweden: This committee is working to maintain communication with the SV homeland, Sweden and provide information to the SVCA.

Archive/Historian: This committee is in the process of reorganization and will provide written and pictorial and  historical information. Included in this committee is the Registrar.

Awards: This committee has accomplished implementation of an awards program and work towards development of an SVCA award for various activities.

Code of Ethics: This committee has begun review of the SVCA’s Code of Ethics.

Education: This committee is currently setting up a 1 - 3 year plan. They have completed a composite picture for the information packet and distributed these packets to appointed contact persons within the club. They have provided members with information for public events.

Dispute Resolution Committee: This is a newly formed committee. This committee would review disputes as well as give suggestions regarding grievance/dispute resolution to the Board.

Genetics: This is a newly formed committee set up to seek and provide information on the genetics of the SV and maintain our goal to preserve, protect and promote the Swedish Vallhund.

Judge Education: This committee has prepared and presented a basic packet  for educating judges and persons needing more breed/structure specific information.

Membership: This committee is in process of revising the membership database; has updated forms and the membership booklet; and has developed a membership card.

Newsletter: This committee provides a quarterly newsletter to members. A new editor has been recently appointed by the Board.

Regional Contacts: This is a newly formed committee to provide regional contacts throughout the USA so that members have easier access to discuss concerns as well as to plan events.

Registrar: This person maintains the SVCA’s entries into the volunteer effort of the Worldwide SV database. This person currently also provides specific certificates when needed to register a USA SV in Canada.

Rescue: This committee has been actively involved in the rescue of SV’s and is now working on promotional material and ways to contact various shelters and veterinarians.

Show: This committee has maintained overview of the regional shows and yearly SVCA. specialty.

Specialty: This committee works with the Show Committee Chairperson to sponsor and coordinate the yearly SVCA National Specialty.

Website: This manager maintains the SVCA website, receiving suggestions from members and direction from the board. New sections have been added to support a number of the above committees.

It is of importance to especially note for the Club’s growth, the Regional Contacts Committee. The chairperson of this committee developed this idea and guidelines so that SVCA members in specific regions would each have their own contact person. This contact person would assist members with their interests and club expectations. They would aid in the formation of informal events and be both a source of SV information as well as a rescue contact for their area. The latter would be in coordination with the Rescue Coordinators.  These regional contacts may also form the future basis of regional/affiliate clubs to the national club, the SVCA. This is very forward thinking in terms of looking to future growth of the SV, SVCA member expansion, and SVCA member desire for participation in events.

All committees have been working to provide information and increase growth and participation within the SVCA. 

National Specialties
The 2002 SVCA National Specialty was held in June, 2002, in Kalamazoo, Michigan. There were 26 SV’s entered. Participants also had a chance to enter their SV’s in obedience and agility events. The SVCA Specialty for 2003 is to be held in late October, near Atlanta, Georgia. The Specialty Chairperson is working to make arrangements for a herding event for the group. Work is also being done in coordination with the Awards Committee for a “Most Versatile” Award.

Specific areas of growth:

SV Growth
As is noted on page 4 of this report, three graphs visually show growth patterns within the SVCA.  The first graph is taken from the worldwide SV database and a current total USA -SV statement from FSS. This graph shows a steady growth of SV’s in the USA through 1998. From 1998 through 2002, the growth is above what would be the median line. It is felt that this is due to the reorganization of the SVCA in 1998 and the work the SVCA has done to promote the SV here in the USA while preserving and protecting the breed.

Litter Growth
The chart indicating Litter growth is approximated from the worldwide SV database. Since our turnover of our registry to FSS in 12/99, only FSS would have the accurate count of litters. However, given the growth of the SV numbers shown in graph one, the fact of growth of litters in graph two is more than plausible.

Member Growth
Member growth charts from the club’s reorganization in 1998. One would expect various spurts and declines in any new and growing organization. However, the chart and tables indicate a steady growth in members, indicative of growing interest and awareness of the SV in the USA.

Distribution
On page 5 of the AKC report is seen the distribution of members and SV’s throughout the USA. Our geographic distribution of members in 2001 was in 31 states with 68 households and at the end of 2002 our household distribution is in 32 states with 104 households. At the end of 2001 our SV's were distributed over at least 41 states; per our current membership distribution, with noted dog ownership on their membership forms and the worldwide SV database, our SV's were in at least 42 states.

Summary
The SVCA  realizes that there is a process AKC uses to have breeds become eligible for recognition. We realize that we need to work with the AKC to ensure that our club documents are in correct alignment with AKC and that we need further work on an illustrated standard and judge education among other issues. In reviewing AKC's general guidelines for eligibility, we have found these on the AKC website:

"To be eligible for consideration to become a recognized or registerable AKC breed, three general criteria must be met: 1. A sufficient population in this country (at least 300 dogs) 2. A demonstrated following and interest in the breed (in the form of a National Breed Club) 3. Geographic distribution of the dogs and people (located in 20 or more states)"

AKC-FSS, as you know, handles our registry and has over 415  Swedish Vallhunds registered. We have our parent club, SVCA, which was reorganized in 1998, and started a few years before that. As stated under the Distribution section, our geographic distribution of members and SV’s more than meets the basic guidelines. We have currently exceeded the minimum 100 households requested by AKC in our initial request, of12/99, to begin the recognition process for our breed.

The SVCA has been working hard to promote, preserve and protect our breed. Our growth shows a steadiness in both members and SV’s. The SVCA continues to work provide information and exposure of both our club and our breed within the USA.

We wish to emphasize that we continue to be concerted in our efforts and request to begin the AKC  recognition process.   We hope that this report has demonstrated that growth and that desire to move forward in this recognition process. We await your instruction and advice as to how to proceed for the future.
